A total of 210 teams signed up to participate in the 2018 World Cup qualification rounds setting a new record number of entries for the qualifying tournament. This is the first time in history that all FIFA member associations registered for the preliminary competition, although Zimbabwe and Indonesia were disqualified before playing their first matches. Russia, as the hosts, qualified automatically, leaving 31 spots open for competition.

Bhutan, South Sudan, Gibraltar and Kosovo made their FIFA World Cup qualification debuts. Unfortunately, two very important European teams, Netherlands and Italy, failed to qualify.  Additionally, four reigning continental champions also failed to qualify: 2017 Africa Cup of Nations winner Cameroon, two-time Copa América champion and 2017 Confederations Cup runner-up Chile, 2016 OFC Nations Cup winner New Zealand, and 2017 CONCACAF Gold Cup champion United. Argentina, on the other hand, suffered until the last match, but finally qualified. The 31 available spots were distributed in continental zones as shown below:

 

Europe (UEFA): 13+1 spots. 54+1 teams competed for 13 direct places. Russia, as the hosts, qualified directly.
South America (CONMEBOL): 4.5 spots. 10 teams competed for 4 direct places. The other 0.5 spot was disputed in the inter-confederation play-offs between Peru and New Zealand, the winner of the OFC confederation. Peru qualified for Russia 2018.
North America, Central America and Caribbean (CONCACAF): 3.5 places. 35 teams competed for only 3 places. The other 0.5 spot was disputed in the inter-confederation play-offs between Honduras and Australia of the AFC confederation. Australia qualified for Russia 2018.

Asia (AFC) and AFRICA (CAF): 4.5 places. 46 teams competed for 4 direct places. The other 0.5 spot was disputed in the inter-confederation play-offs between Australia and Honduras of the CONCACAF confederation. Australia qualified for Russia 2018.

Oceania (OFC): 0.5 spot. 11 teams competed for only 0.5 place. The 0.5 spot was disputed in the inter-confederation play-offs between New Zealand and Peru of the CONMEBOL confederation. Peru qualified for Russia 2018.
